Tell the host that the wheel event being dispatched was consumed only to move a scroll container’s view: every widget under the pointer refused it, and the container took it as a pan of its own offset. The host then keeps the published resource tree and skips the full sync, exactly as for a root that declares Widget::view_only_scroll, provided the dispatch changed no document, focus or declared presentation. A scroll container that does anything else with the wheel must not call this.
