Keep every empty-state action painted on this thread from now on, until the matching take_painted_actions hands them over. Recordings nest: what an inner one takes is also kept by the one around it.

An app that paints an empty state itself draws its action as pixels; its host records them so the action is also described in the accessibility tree, and a check that every action drawn is described compares the two.
