Builds an action’s encoded form from arguments already bound against its declared params.

Infallible by design: every check a caller can fail — presence, type, choice — happens in ActionArgs::bind before this runs, so a builder that holds an ActionArgs is looking at values it declared and can use them directly. The Target is that of the spec being invoked, for a type shared by many; an action whose builder holds what it acts on ignores it.
