Whether a person may take spec from a palette row now: offered to people, available in the window’s state, and asking no more than a row can collect (tilo_actions::ActionSpec::takes_a_row_answer).

The one rule every palette lists by, so the desktop’s window search and a window’s own palette offer the same commands; an action that fails it is not listed at all rather than listed disabled. What a row cannot collect (a record, a person, several arguments) is picked where it lives, by the surface that owns that pick.
