Borrow the shared device/queue, initialising the process-wide context on first call.

Errors

[OffscreenError::] [NoAdapter] when there is no usable GPU adapter or disable_gpu was called, [CannotWait] on a browser page, [ContextPoisoned] when another thread panicked holding the shared context lock.
