pub fn publish(notice: Notice) -> Published

Say it once: an outcome goes to the waiting stack if it needs a person, or to the ledger if it does not.

Raising the same news twice (the same app, about the same thing, titled the same way) does not stack two rows: the one waiting takes the newer why, and is unseen again if it had been seen.
